Most disputes in petroleum trading trace back to disagreement over exactly how much product moved and whether it met contract specification — questions that are hard to resolve after the fact if no independent party observed the transfer. Pre-shipment inspection exists to close that gap: an inspector who represents neither buyer nor seller measures quantity by tank dipping or flow metering, draws samples under witnessed conditions, and records cargo condition before loading begins.
The value of that independence is that both counterparties can rely on the same set of numbers rather than reconciling separate figures after the fact. Cargo supervision extends the same principle through the full loading process, so any deviation — a valve left open, a contaminated line, a seal broken out of sequence — is caught and documented in real time rather than discovered on discharge, when it is far more expensive to dispute.
